Increase or maintain an existing Professional Degree Supplemental Tuition rate

Proposals for the 2026-27 Academic Year

UCOP released the call for proposals from programs that charge Professional Degree Supplemental Tuition (PDST) with expiring multi-year plans, or from programs that wish to establish a PDST charge for a new or existing program effective beginning summer or fall 2026.

The following programs must submit a new multi-year plan if they intend to continue charging PDST in summer or fall 2026:

  • Product Development (PDP)
  • Optometry
  • Development Practice (MDP)

Proposal Materials

All proposal materials - including the call letter, UCOP deadlines, instructions and planning assumptions, templates, tables, and guidance - have been shared with relevant program teams. Deadlines

The campus submission deadline for a draft version of Part A is Friday, October 3, 2025 for review by FP&A. Final versions of Parts A and B are due to FP&A by Friday, October 17, 2025. Final proposals are due to UCOP by Friday, November 7, 2025.

Programs with Previously Approved Multi-year Plans

UCOP has asked that all programs with previously approved multi-year plans either:

  • confirm that they intend to charge the maximum approved PDST rate; or
  • request UCOP approval to charge a rate lower than was approved

Please email studentfees@berkeley.edu by Monday, November 3, 2025 if you plan to assess a reduced PDST level from what was included in your last approved multi-year plan.

General Approval Timeline

August or September

UCOP issues the call for new PDST fees and existing PDST fee increases in August or September each year.

Late September or Early October

PDST fee proposals are due to the Office of the Chief Financial Officer in late September or early October. The specific due date varies by year and will be communicated to the DFLs annually.

Early to Mid-October

PDST fee proposals are provided to the Graduate Assembly, Graduate Division, and EVCP for review in early to mid-October.

October or November

PDST fee proposals are submitted by the Chancellor to UCOP in October or November.

Early to Mid Spring

The UC Board of Regents reviews and approves multi-year proposals for graduate professional degree programs that wish to charge PDST for the first time and for existing PDST programs with multi-year plans that expired or are expiring that wish to increase PDST in excess of 3% for resident students and/or 5% for nonresident students in any given year of their plan at the January and/or March Regents meetings.

The UC President reviews and approves multi-year proposals for existing programs with multi-year plans that expired or are expiring that wish to increase PDST by 3% or less for resident students and 5% or less for nonresident students in each year of their plan after the March Regents meeting.

Chancellor

The Chancellor must approve all PDST multi-year plans before they can be submitted to UCOP.

Regents

The Regents must approve all multi-year plans for new programs and existing programs requesting increases greater than 3% for California residents and/or 5% for nonresidents.

President

At the July 2025 Regents meeting, the Regents delegated authority to the President to begin approving proposals with PDST increases up to 3% for California residents and up to 5% for nonresidents. The President must also approve any reductions to rates in previously approved PDST multi-year plans.
