Requests to increase existing MSFs are reviewed and approved once per year.
The call for MSF proposals goes out to the Divisional Finance Leaders (DFLs) at the start of the Spring semester. Departments that would like to increase an existing MSF should work with their DFLs to complete the Miscellaneous Student Fee proposal form and return it to studentfees@berkeley.edu. Submissions must also be reviewed and approved by the department's DFL and Dean or Vice Chancellor.
After submission, proposals are reviewed by the Financial Planning & Analysis (FP&A) team and the Chancellor's Advisory Committee on Student Services and Fees (CACSSF), which is comprised of students, faculty, and staff. During either review, proposers may be asked to provide additional information or to revise and resubmit the proposal. Once a final recommendation has been made by CACSSF, the proposals are presented to the Chancellor for approval.
Consolidating Existing MSFs
From time to time, departments may decide to consolidate a group of related MSFs into a single fee (e.g., multiple records processing fees into a single Document Fee) to increase administrative efficiency. Requests to consolidate multiple MSFs into a single new MSF follow the same approval process and timeline as proposals to increase an existing MSF.

The call for MSF proposals goes out with proposals due to FP&A at the start of the Spring semester. Proposals are reviewed by the FP&A team and CACSSF and approved by the Chancellor
Reducing or Eliminating an Existing MSF
Departments may opt to reduce or eliminate an existing MSF with notice to the FP&A team. These requests will be reviewed by FP&A and CACSSF on a rolling basis. To request that a MSF be reduced or eliminated, email studentfees@berkeley.edu with the following:
- MSF name
- Description of the costs the MSF was subsidizing
- Reason you no longer require the original MSF amount
Such requests must be reviewed by your DFL, and your DFL must be CCed on your email request.
Other Modifications to a MSF
Occasionally other changes must be made to a MSF. Such requests, including minor changes to the name or description, are handled administratively by the FP&A team. To request a modification to a MSF, email studentfees@berkeley.edu with the following:
- MSF name
- Description of the requested modification
- Documentation to support the request
Such requests must be reviewed by your DFL, and your DFL must be cc'ed on your email request.
