Temporary Academic Support

Overview

Temporary Academic Support (TAS) funds the increased enrollments across the Berkeley campus by covering expenses related to organizing and funding adjuncts, lecturers, visiting professors and emeriti, graduate student instructors (GSIs), readers, and tutors to assist the permanently-funded faculty in mounting the full curriculum of an academic unit. TAS is primarily related to undergraduate curriculum, but also supports graduate instruction.

Temporary Academic Support funding comes from multiple sources:

  • Executive Vice Chancellor and Provost (EVCP)
  • Divisions and/or departments

Expected Use

Per the annual EVCP allocation letter, TAS funds from EVCP are expected to be used on:

  • Salaries and benefits for adjuncts, lecturers, visiting professors and emeriti, GSIs, readers, and tutors
  • Common Good Curriculum courses first, for those units that offer them
  • Fee remissions

EVCP TAS allocations are based on Student Credit Hours

There is an established model, based on student credit hours (SCH), that is used to calculate the EVCP TAS.

  • Not included in the model:
    • SCH from Concurrent Enrollment or Self Supporting programs.
    • SCH generated by courses not typically paid for by TAS funding at the course level, e.g. Freshman Sophomore seminars, B-Connect, independent, group study, fieldwork, etc.
  • EVCP TAS allocations are typically determined in February and distributed in September.

Future Vision for EVCP TAS

The vision for the future is to develop a comprehensive model that evaluates the total need and cost for all campus-funded TAS that will:

  • Collapse funding mechanisms into one or two allocations
  • Incorporate curricular changes
  • Be responsive to changes in faculty teaching strength
  • Provide historical TAS staffing levels
  • Fund enrollment growth where it happens
  • Be easily used by the departments and divisions

Policies that govern the work

At this time, there are no policies that govern this work.The model for allocation is owned by the VPUE and the EVCP.

Roles and responsibilities

  • The Financial Planning & Analysis and the Office of Planning and Analysis teams work together to run the allocation model each year.
  • The VPUE and the EVCP are responsible for adjusting the inputs to the EVCP TAS model.
  • The EVCP recommends the final allocations for approval.
  • The Finance Committee is responsible for the final approval of the allocations.
  • In each division, the DFL allocates the EVCP and other TAS funds within the division and works to ensure that the TAS funds are spent in accordance with the guidelines.

Systems used

  • Account 71220 – Temporary Academic Support rolls up to Campus Support and then to Operating Transfers.
  • EVCP TAS allocations are typically determined in February and are then distributed in September.
