COVID-19 Guidance for Course Materials & Services Fees

Ongoing Guidance

In response to the COVID-19 pandemic, the 2019-20 Course Materials & Services Fee Committee discussed circumstances under which CMSFs might be charged in periods of online-only instruction. In particular, they focused on the use of fees to provide "special supplemental educational experiences of direct benefit to the student" as required by UCOP's implementation guidelines and campus policy. The Committee has recommended, and the Chancellor has approved, guidance that Course Materials & Services Fees should not be assessed for terms in which instruction is wholly online, unless it can be demonstrated that approved materials or services are (a) necessary for the provision of course instruction; and (b) providing value to students commensurate with the fee rate. Requests for these exceptions should be made in writing to the Committee, which will review and make recommendations to the Chancellor on an ad hoc basis.

Summer 2021 Guidance

Due to the continuation of remote instruction through Summer 2021, Course Materials & Services Fees will not be assessed for Summer Session 2021 courses. Exceptions may be requested for courses that can demonstrate that fee-funded materials and services (a) are necessary for the provision of course instruction, and (b) provide value to students commensurate with the fee rate. Programs should complete the Summer 2021 CMSF Exception Request Form by Friday, January 22nd, 2021. Courses with previously approved exceptions do not need to submit a new request unless there will be a substantive change to (a) the method of instruction or (b) the proposed fee rate.

Spring 2021 Guidance

Due to the recent announcement that most instruction will be remote in Spring 2021, Course Materials & Services Fees will not be assessed for the Spring semester. Exceptions may be requested for courses that can demonstrate that fee-funded materials and services (a) are necessary for the provision of course instruction, and (b) provide value to students commensurate with the fee rate.
