Propose a New SIR Deposit or Modify an Existing SIR Deposit

Eligibility

All academic units with graduate professional degree programs (including self-supporting degree programs) are eligible to propose a new Statement of Intent to Register (SIR) deposit or to modify an existing SIR deposit for the admission cycle following the proposal year (i.e., an SIR deposit request submitted in 2025-26 can begin with the cohort admitted, at earliest, Fall 2026).

Proposal Process

Proposals for new admissions deposits are reviewed once per year.

The Annual Call for SIR Deposit Proposals goes out to the Divisional Finance Leaders (DFLs) in late summer or early fall.

Programs interested in proposing a new SIR deposit or modifying an existing SIR deposit should work with their department chair, Divisional Finance Leader (DFL), or dean to draft a letter addressed to the Chancellor making their request. Templates for the various requests are available below. Submissions should be made to studentfees@berkeley.edu by the published deadline.

Proposals are reviewed by the Financial Planning & Analysis team and submitted to the Chancellor's Office for further review and sign-off. During either review, proposers may be asked to provide additional information.

For proposals to modify an existing SIR deposit within the previously approved limits, the Chancellor will make a final decision on the request. For requests to establish a new deposit, or to increase an existing deposit beyond the approved maximum, the Chancellor will draft a recommendation to be presented to the UC Office of the President for approval.

Proposal Timeline

Late Summer or Early Fall

The Annual Call for SIR Deposit Proposals goes out, with proposals due to Financial Planning and Analysis (FP&A) in the fall. Proposals are reviewed by the FP&A team and submitted to the Chancellor for further review.

Late Fall

Requests to establish new SIR deposits, or to increase existing deposits beyond the approved maximum, are endorsed by the Chancellor and submitted to UCOP for final review and approval. Requests to modify existing SIR deposits within approved limits will be approved by the Chancellor for implementation beginning the following admissions cycle.

Early Spring

Programs are notified of approved SIR deposit rates for the following admissions cycle.
